Change in Purchasing Guidelines for Faculty, Staff, and Students with respect to certain prohibited telecommunications and video surveillance equipment or services.
Federal legislation Section 889 of the FY 2019 National Defense Authorization Act (NDAA) was passed to combat national security and intellectual property threats that face the United States.
Part A went into effect last year (August 13, 2019), and prohibits the use of Federal grants to purchase or obtain certain prohibited telecommunications and video surveillance equipment and services.
Part B went into effect on August 13, 2020, and prohibits Washington University from contracting with any company that uses certain prohibited telecommunications and video surveillance equipment or services.
The affected companies include Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities); and telecommunications or video surveillance services provided by such entities or using such equipment. As a result, the University is restricting the purchase of this equipment and services from these companies and asks that you work with WashU IT and Resource Management to ensure that we comply with the legislation.
